Why do people love Doug Flutie?

Don't get me wrong, I love rooting for the little guy but why was this guy regarded as such a great quarterback? I didn't watch football in the late 90s, but it must have been something more than his stats...because they kind of suck. His completion percentages were always below 60 (...can't blame him for being shorter, but still, why the love?) and his TD-INT ratio is anything but spectacular. I bet this guy was a good leader for the Bills, but why do people think he's so awesome?
