What qualifies for foreign language exemption?

My son was diagnosed at age 6 with central auditory Processing defecit I discussed having him exempt with the school because he is struggling in all his subjects. The school said the evaluation was too old because hes 13 but we cant afford another one right now. Does anyone know of any other conditions that may have come up in his more recent special ed Eval that would qualify him ? Thank You
